This quest stems from "A Good Scrub," obtained by speaking with Betty at the bathhouse in Kuttenberg (southeast part of the city) after inquiring about work with the innkeeper.

Completing "A Good Scrub":

First, you'll need to recruit employees for Betty by escorting three girls from a courtyard to the bathhouse. Following this, promote the bathhouse by shouting its virtues in various locations (grain market, horse market, vintners’ street, and merchants’ street) during the daytime. Finally, clean the bathhouse before the alderman's inspection to avoid closure.

Obtaining the Flea-Infested Item for "Ill Repute":

After the successful inspection, speak with Betty again. She'll reveal the council's decision on the city's main bathhouse hinges on getting Councillor Naaz to leave a rival establishment. To achieve this, you have several options, one of which involves fleas.

To find a flea-infested item, head to Kuttenberg's east gate. There, you'll discover a beggar camp. Search the sacks in this camp to locate a flea-infested blanket.

Once you have the blanket, return to the rival bathhouse. Discreetly place the fleas into Councillor Naaz's laundry basket (and optionally, a clean laundry basket). Note that successfully completing this task is not mandatory; other methods exist to achieve the quest's objective.

After completing this (or an alternative method), the quest concludes, opening up further quests like "Axe from the Lake."
