While not a named Point of Interest (POI), it's close to several and Mariah Carey's in-game concert location. Locate the snowy mountain east of Warrior's Watch and south of Foxy Floodgate.
Finding and Talking to SGT. Winter
SGT. Winter patrols near the plane wreckage, marked by a speech bubble icon on your map and HUD. Interact with him to access a menu offering a Holo Twister Assault Rifle, Blizzard Grenade, or conversation options.
