Before tackling the Bull Mural puzzle, ensure you've Pack-a-Punched your gun and taken down a Shock Mimic to obtain a Monocle. This item is essential for the subsequent steps in assembling the Ice Staff. Once you have the Monocle, head to the rightmost side of the tomb area, where you'll notice purple lanterns.

Your next task is to shoot all the purple lanterns in the area until the light in front of the Bull Mural starts to glow.
