World-Scale Leveling Persists in Oblivion Remastered

A key designer of the original Oblivion admits the world-scale leveling system was a misstep, even though it remains in the remastered version. In a recent VideoGamer interview, Bruce Nesmith, a veteran designer, shared his perspective on the game’s leveling mechanics.

Beyond Oblivion, Nesmith contributed to quest and system design for Fallout 3, Skyrim, and Starfield. He noted that the remastered Oblivion’s leveling adjustments make it more accessible to today’s players.

In the original game, players had to repeatedly level major skills and rest to boost attributes. The remaster adopts a Skyrim-like system, where XP is earned across all skill lines. Nesmith commended Bethesda’s bold decision to implement this change.

However, Nesmith expressed reservations about the retained world-scale leveling feature, where enemies scale with the player’s level. He remarked, “It feels like leveling up doesn’t matter when the dungeon scales alongside you.”

He elaborated, “The world leveling with you was an error, as evidenced by its absence in Skyrim’s approach.” Since Oblivion’s 2006 debut, fans have voiced concerns about this system, creating mods to address it. With the remaster retaining this feature, the community continues to develop solutions.

While rumors of an Oblivion remaster circulated, the scope of the project surprised many, including Nesmith, who expected only minor texture upgrades akin to Skyrim: Special Edition.

In another VideoGamer interview, Nesmith lauded the team’s efforts, saying, “The level of remastering is extraordinary. The term ‘remaster’ barely captures the scope of their work.”
